The normative foundation of WiFi Quality. This publication establishes six governing principles — Objectivity, Independence, Transparency, Relevance, Contextuality and Integrity — and defines how they apply across evidence, assessment, research, governance and communication within the discipline.

The WiFi Quality Principles establish the normative foundation for activities concerned with WiFi Quality. Positioned between the conceptual structure defined by the WiFi Quality Framework and the operational provisions of the forthcoming WiFi Quality Methodology, the publication defines the governing values that should apply when knowledge, evidence, judgement and claims concerning WiFi Quality are produced, interpreted, evaluated, governed or communicated.
Six principles constitute this foundation: Objectivity, Independence, Transparency, Relevance, Contextuality and Integrity. The publication defines each Principle, explains its rationale and practical implications, examines the relationships and tensions among the six, and considers their application across observation and evidence handling, assessment, research, governance and communication.
The Principles are intentionally distinct from procedures, metrics, thresholds and assessment workflows. WQI-PRN-001 therefore also establishes the conceptual transition from governing values to methodological requirements and provides traceability between the six Principles and the methodological requirements of the WiFi Quality Methodology (WQI-TG-001, forthcoming).
The publication is organised into seven parts, progressing from the role and status of governing principles to their individual definition, combined application, operationalisation and stewardship.
The purpose, scope and status of the Principles, their role as governing values, the relationship between principles and professional judgement, and their place within the wider WiFi Quality body of knowledge.
The six governing Principles — Objectivity, Independence, Transparency, Relevance, Contextuality and Integrity — including their definitions, rationale, threats and practical implications across different forms of WiFi Quality activity.
The interrelationships, complementarity and overlap among the Principles, together with the treatment of legitimate tensions without establishing a fixed hierarchy between them.
Application of the Principles to observation and evidence, assessment, research, governance and communication, preserving a common normative basis across different forms of disciplinary activity.
The operationalisation of governing values into methodological requirements, the separation between Principles, procedures, metrics and thresholds, and explicit traceability to the WiFi Quality Methodology (WQI-TG-001, forthcoming).
The stability, interpretation, maintenance, review, amendment and versioning of the Principles as an enduring normative foundation for the discipline.
The role of the Principles as a common normative and methodological foundation connecting the conceptual structure of WiFi Quality with its practical investigation and future methodological development.
